According to the preview, players will have the flexibility to choose whether to play as the game's central couple together or allow them to go off and cause chaos independently. The feature allows for dynamic moments during open-world roaming, such as cruising down a highway as Jason before swapping to Lucia in the passenger seat to scroll on an in-game phone. The report indicates that while a couple mode is available for roaming, missions themselves may feature solo or cooperative gameplay.

The title is also incorporating granular life simulation mechanics. Food consumption will affect the weight of both Jason and Lucia, while exercising will visibly build and tone their muscles. Additionally, playing for long periods without sleeping will impact their physical appearance, echoing systems seen in past Rockstar titles like Red Dead Redemption 2 and GTA: San Andreas.

Background details for the protagonists were also outlined. Jason is described as an ex-military member and drug runner, while Lucia is introduced as an amateur fighter fresh out of prison. Furthermore, player choices and behavior are reported to affect the relationship between Jason and Lucia in ways that go deeper than previous honor systems.

To support the massive scale and detail of the project, Rockstar Games has significantly expanded its team, more than doubling in size since the development of Red Dead Redemption 2. This includes dedicated offices for pedestrian NPC design, collaborations with over 50 real-world street artists for Miami-inspired murals, and professional race car drivers assisting with vehicle physics.
