Apple Proposes New 15 Percent U.S. Commission for Purchases Outside App Store
Apple has submitted a court request to implement a revised fee structure for external purchases on iOS in the United States, following prior legal prohibitions.

Apple has filed a statement in court requesting to overturn a prohibition regarding in-app purchase commissions on iOS in the United States. The filing marks another development in the ongoing legal battle between Apple and Epic Games. In 2024, a court ruling required Apple to allow developers to redirect American users for payments outside the App Store. Apple initially introduced a 27% fee for such payments to compensate for expenses.
Following dissatisfaction from Judge Yvonne Gonzalez Rogers, who oversaw the case and prohibited Apple from taking money from external purchases in the spring of 2025, Apple is now attempting to reinstate a modified commission. The corporation presented a revised fee structure featuring lower percentages. The updated proposal includes a 15% commission for standard apps, a 10% commission for affiliate program apps and subscription renewals, and a 5% commission for developers with annual revenue under $1 million.
Apple stated that these rates would allow the company to recover some compensation for the tools, technologies, and services provided to developers. Meanwhile, the standard App Store commission remains at 30%. Epic Games has criticized the new proposal, stating that the structure falls far outside the Ninth Circuit's guidance on permissible fees. Epic Games plans to file an official objection with expert comments within 60 days.
